The mandate in short
Since 1 January 2026, VAT-registered businesses in Belgium must issue and receive structured electronic invoices for domestic B2B sales. The Peppol network is the default channel and Peppol BIS Billing 3.0 the reference format; two businesses can agree on another format that follows EN 16931. A PDF, even sent by email, is not a structured invoice.
How to check an invoice
- Open the validator with the Peppol BIS invoice profile, or the credit note one.
- Paste the UBL or drop the file, then press Validate.
- Click a rule id for what it checks and how to fix it.
What is checked
The UBL 2.1 schema, the EN 16931 rules and the Peppol BIS Billing 3.0 rules (3.0.21), as Peppol access points apply them. We compared the results with Saxon for Java on the 573 test documents in OpenPeppol's repository: every rule and level was the same.
Belgian invoices usually identify parties by their enterprise number, scheme 0208, which must be ten digits with a valid check (PEPPOL-COMMON-R043). Other common findings are a missing business process (PEPPOL-EN16931-R001), missing electronic addresses (PEPPOL-EN16931-R010, PEPPOL-EN16931-R020) and an endpoint scheme outside the EAS list (BR-CL-25).
Profiles to check with
- Peppol BIS Billing 3.0 Invoice: A Peppol invoice checked the way an access point does: UBL 2.1 schema, EN 16931 rules and the Peppol BIS Billing 3.0 rules. Validate
- Peppol BIS Billing 3.0 Credit Note: A Peppol credit note checked against the UBL 2.1 schema, the EN 16931 rules and the Peppol BIS Billing 3.0 rules. Validate

Questions
Is the invoice uploaded?
No. The schema check and the rules both run in your browser. Only the API and URL monitors validate on our servers.
Does a valid result mean the invoice will be delivered?
It means the invoice passes the rules access points apply. Delivery also needs the buyer to be registered on Peppol, which this check does not look up.
Which Peppol version is used?
Peppol BIS Billing 3.0.21 (May 2026) with the EN 16931 rules 1.3.16, the release it names. A weekly check tells us when OpenPeppol publishes a newer one.
