Swedish e-invoice validator: Peppol BIS

Check an invoice for a Swedish public buyer before it goes on Peppol: the UBL 2.1 schema, the EN 16931 rules and the Peppol rules with the Swedish ones, with every finding on its line. Nothing is uploaded.

E-invoicing in Sweden in short

Since 1 April 2019, suppliers to Swedish public bodies send their invoices electronically, following the European standard, and public bodies must receive them (lag 2018:1277). Upphandlingsmyndigheten, which took over the Peppol and e-commerce work of DIGG on 1 July 2026, recommends Peppol BIS Billing 3.0 and is the Swedish Peppol authority.

Between businesses e-invoicing is not required. Cross-border invoices between EU businesses become electronic by 1 July 2030, under the ViDA directive. Svefaktura, the older Swedish format on UBL 1.0, was retired by SFTI on 1 April 2021 in favour of Peppol BIS Billing 3.

How to check a Swedish invoice

  1. Open the validator with the Peppol BIS invoice profile, or the credit note one. The Swedish rules run for a seller in Sweden.
  2. Paste the UBL or drop the file, then press Validate.
  3. Click a rule id for what it checks.

What is checked

The UBL 2.1 schema, the EN 16931 rules and the Peppol BIS Billing 3.0 rules (3.0.21), with the Swedish rules for Swedish suppliers: a VAT number of 14 characters (SE-R-001), Godkänd för F-skatt for a seller that states its F-tax approval (SE-R-005), the VAT rates 25, 12 and 6 (SE-R-006), an organization number with a valid check digit (SE-R-013) and Bankgiro and Plusgiro account numbers of the right length (SE-R-009).

A Svefaktura 1.0 invoice is checked against SFTI's schemas only: no rules for it are published.

Profiles to check with

Rules invoices break most

  • SE-R-005: For Swedish suppliers, when using Seller tax registration identifier, 'Godkänd för F-skatt' must be stated
  • SE-R-006: For Swedish suppliers, only standard VAT rate of 6, 12 or 25 are used
  • SE-R-013: The last digit of a Swedish organization number must be valid according to the Luhn algorithm.
  • SE-R-009: For Swedish suppliers using Bankgiro, the Account ID must have 7-8 characters

Questions

Is the invoice uploaded?

No. The schema check and the rules both run in your browser. Only the API and URL monitors validate on our servers.

Is Svefaktura still accepted?

SFTI retired Svefaktura 1.0 on 1 April 2021 and recommends Peppol BIS Billing 3 instead. The catalog keeps its schema for systems that still send it.

Does a valid result mean the buyer will receive the invoice?

It means the invoice passes the rules access points apply. Delivery also needs the buyer to be registered on Peppol, which this check does not look up.

Can I check invoices from code?

Yes: the API and the command-line client with --schema peppol-bis-3-invoice, or --schema auto for a folder of mixed invoices.
