Why it fails

  • The issue date in cbc:IssueDate (ram:IssueDateTime in CII) is missing or empty.

How to fix it

Add the issue date (BT-2). UBL writes it as 2026-10-16; CII as <udt:DateTimeString format="102">20261016</udt:DateTimeString>.

What the rule checks

As the rule set's publisher wrote it. The rule runs on every element the context matches, and fails where the test is false; the validator reports the line of that element.
