XV-RO-11
Nu a fost identificat cui cumparator. #ANAF's validator finds no Romanian tax code for the buyer: no CompanyID in its PartyTaxScheme (BT-48) or PartyLegalEntity (BT-47) that starts with RO or is a number. A consumer without one is written as thirteen zeros.
Why it fails
- The buyer has neither a

How to fix it
Give the buyer's CUI, or for a consumer who gives none, thirteen zeros (0000000000000), as RO e-Factura expects.
What the rule checks
As the rule set's publisher wrote it. The rule runs on every element the context matches, and fails where the test is false; the validator reports the line of that element.
