Why it fails

  • cbc:IssueTime is missing; it is optional in EN 16931 and required in Croatia.
  • The time has a time zone or fractional seconds (10:15:00+01:00, 10:15:00.000); the rule accepts exactly hh:mm:ss.

How to fix it

Add <cbc:IssueTime>10:15:00</cbc:IssueTime> after cbc:IssueDate, without a time zone.

What the rule checks

As the rule set's publisher wrote it. The rule runs on every element the context matches, and fails where the test is false; the validator reports the line of that element.
