Why it fails
- The document says version 1.1 (or 1.3), the signed one, but was sent unsigned: the version was copied from a sample.
- The signature is in the document, but
cac:Signature, the element that points to it, was left out.
How to fix it
Either sign the document with the certificate LHDN's certification authority issued and keep cac:Signature, or give listVersionID 1.0 if your submissions are not signed yet.
What the rule checks
As the rule set's publisher wrote it. The rule runs on every element the context matches, and fails where the test is false; the validator reports the line of that element.
