Why it fails

  • A rate written as a percentage (16) instead of a fraction (0.160000).
  • A transferred ISR (001), which is only withheld.

How to fix it

Give the rate as a fraction with six decimals, as the catalogue lists it: 0.160000 for VAT at 16 %.

What the rule checks

As the rule set's publisher wrote it. The rule runs on every element the context matches, and fails where the test is false; the validator reports the line of that element.
