BR-RO-001
#The specification identifier (BT-24) must syntactically correspond to the value specified in the Technical and Usage Specifications of the basic elements of the electronic invoice - RO_CIUS - and the specific operational rules applicable at national level(…).
Why it fails
cbc:CustomizationIDnames an older CIUS-RO version, oftenCIUS-RO:1.0.0from the Ministry's own examples; the rules accept only 1.0.1.- It holds the plain EN 16931 or the Peppol identifier, or has spaces around it: the rule compares the value exactly.
How to fix it
Set cbc:CustomizationID to urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO:1.0.1, with nothing before or after it.
What the rule checks
As the rule set's publisher wrote it. The rule runs on every element the context matches, and fails where the test is false; the validator reports the line of that element.
