In English: The invoice must have an issue time (HR-BT-2), written as hh:mm:ss.

## Why it fails

- `cbc:IssueTime` is missing; it is optional in EN 16931 and required in Croatia.
- The time has a time zone or fractional seconds (`10:15:00+01:00`, `10:15:00.000`); the rule accepts exactly `hh:mm:ss`.

## How to fix it

- Add `<cbc:IssueTime>10:15:00</cbc:IssueTime>` after `cbc:IssueDate`, without a time zone.
