## Why it fails

- The document says version 1.1 (or 1.3), the signed one, but was sent unsigned: the version was copied from a sample.
- The signature is in the document, but `cac:Signature`, the element that points to it, was left out.

## How to fix it

- Either sign the document with the certificate LHDN's certification authority issued and keep `cac:Signature`, or give `listVersionID` 1.0 if your submissions are not signed yet.
