## Why it fails

- A line is coded `O` (not subject to VAT) while the invoice still gives the seller's, the tax representative's or the buyer's VAT identifier.

## How to fix it

- Category `O` is for supplies outside the scope of VAT, and such an invoice carries no VAT numbers at all. If the seller is VAT registered, the item is probably exempt (`E`, with an exemption reason) or reverse charged (`AE`); otherwise remove the VAT identifiers.
